New York is New York and Houston is Houston; the two are distinctly different and will not likely accept public policies geared for the other. You and I agree that the "laizzes-faire" approach has material limitations as this city expands, but I fear public policy as it almost always seems to create significant unintended results that countermand the intended outcome.
